Commissioners approve Alameda Waterpark slide restoration contract

Restoration work on the Alameda Waterpark slide, which the county commissioners approved Wednesday, will not interfere with Saturday’s opening of the facility.

Commissioners awarded a $44,580 contract to Baynum Solutions, of Ohio, which was the only bidder, for the restoration work. The project includes rust repair and repainting.

The work is expected to be completed in two weeks while the pool is open, said Lance Welliver, parks and recreation director.

Initial plans called for replacing the slide at an estimated cost of $250,000, said Leslie Osche, commissioners chairwoman.

Restoring the slide was then suggested as a way to extend the life of the slide or at least gain an assessment of the condition of the slide from a safety and structural standpoint, she said.

Welliver said other repairs could be needed if the contractor finds unexpected problems.

Construction management payment declined

In addition, commissioners unanimously voted against a request from Redcon Engineering of Carnegie for an additional $5,000 for construction management work for the electrical upgrades in lower Alameda Park.

Commissioners reviewed the contract they signed with Redcon in August 2024 and determined all payments have been made.

“There doesn’t appear to be any additional work that they would have done related to construction management,” Osche said.

The additional services Redcon requested payment for do not fall under the definition of additional services in the contract, solicitor Julie Graham said. She said she will send Redcon a letter saying the county is declining the payment request for that reason.

In August 2024, commissioners approved a contract with Redcon totaling $35,050 for design, bidding and construction administration for the project. The company sent the county a letter requesting the additional payment for three site visits, management of close out documentation, preparation of as-built drawings and a review.

Senior center electrical work

Commissioners also questioned a change order for electrical work at the senior center under construction at 215 N. Duffy Road in Butler Township. They approved change orders costing $3,513 for testing of the emergency phone in the elevator, $5,710 for additional electrical relays for the fire alarm and $2,934 for upgraded wiring for the sign, but tabled a $1,557 change order to upgrade kitchen wiring.

Commissioners said they will review records to determine if the engineer provided the correct specifications to the contractor or if the specifications were incorrect.

Other business

Butler County and the eight other counties making up the Inter County Regional Radio System will share in a $256,475 savings in the system maintenance contract.

Commissions approved a change order that removes the 2025-26 maintenance and software upgrades for the radio system’s backup server because installation is scheduled for 2027. The change order will lower the cost of the contract to $6.2 million.

Commissioners also awarded an $87,403 contract to Bowen, of Erie, to design the new Evans City district judge office in the lower level of Ritzert Hall. Bowen submitted the lowest of 10 bids for the contract.
