Butler County holds first of 2 CDBG hearings
The Butler County Planning Commission on Tuesday held the first of two meetings to accept public input about how to spend this year’s $393,160 Community Development Block Grant allocation.
No one from the public attended the meeting in the government center annex, but the commission has received two funding requests, county block grant administrator Wendy Leslie said.
Marion Township submitted a $268,000 request for Phase 3 of its sewage project and West Sunbury is asking for $246,392 for stormwater management.
The township would use the money for a settling tank at the treatment plant, safety fencing, relocating a sewage line and decommissioning residential on-lot septic systems that the public sewage system replaced.
West Sunbury would use its grant for storm drains and culverts to address stormwater runoff issues.
The requests when combined exceed the county’s allocation. Leslie said she will meet with the county commissioners to decide what to include in the application.
“We prioritize water and sewer,” Leslie said.
One of those two projects could be held until next year, one could be fully funded and the other could be partially funded this year with the rest of funding delayed until next year or money from previous CDBG grants could be revised for use this year, she said.
A second hearing on the application will be held before the county commissioners vote on approval, which is due to the Pennsylvania Department of Community and Economic Development by Oct. 30, Leslie said.
Included in the county’s application will be applications from entitlement communities to use their CDBG allocations. The communities and their allocations are:
• Jackson Township, $103,067
• Jefferson Township, $106,642
• Penn Township, $104,232
• Slippery Rock Township, $123,965
• Summit Township, $98,948
Butler, which handles its application separately from the county, is receiving a $309,349 allocation. Projects for those applications haven’t been decided. Combined, the municipal and county allocations total $930,012.
CDBG funds are distributed by the federal government and the state administers the application process.
