Valencia mayor Lori Trosky resigning at end of month, borough council to seek replacement

VALENCIA — Effective Oct. 28, the position of borough mayor will be vacant.

Borough council unanimously approved the resignation of Mayor Lori Trosky at its Monday, Oct. 12 meeting. Trosky had submitted her resignation before the borough’s Sept. 21 meeting.

Trosky, who is relocating to Florida with her husband, attributed her decision to move to taxes.

“I loved being mayor, and I love the community here,” Trosky, who grew up in the borough, said.

Councilman Roger Grey voiced his appreciation for Trosky at the meeting. He noted that prior to Trosky, the borough was without a mayor for multiple years.

“We appreciate the mayor,” Grey said. “She did a really good job.”

The next mayor

Trosky endorsed Josh Zimmerman, council vice president, to be her successor, citing a combination of his youth and experience on council.

“I really feel Josh should be the mayor,” Trosky said. “He knows how he can help you guys. I really feel he would do a fantastic job.”

Shanon McKenna, council president, said his only concern is that, because of Zimmerman’s expertise in road projects, he should remain on council.

“Josh is absolutely needed on council,” McKenna said. “I see Josh as the future president. And so he should learn as much as he can about sitting on council.”

Zimmerman said he is unsure if he wants to be mayor.

Council currently does not have interested applicants, Shannon McCall, borough secretary, said.

The acceptance of the resignation kicks off a 30-day period until council has to fill the vacant seat with a vote. If council does not appoint a new mayor by the end of the 30 days, then a vacancy board would have to be formed, McCall said.

McCall explained the vacancy board would be comprised of council members and a vacancy chair, which is a temporary position that helps with the appointment. The vacancy chair cannot be picked as mayor, McCall noted.

Council appointed resident Judie Geortz as the vacancy chair in a 2-1 vote in anticipation of the need. Geortz was in attendance, and council members said Geortz is a regular attendee. Grey voted against the motion. He said his reason was that Geortz should remain as a consideration for the mayor’s seat.

Council hopes to appoint a new mayor at its next public meeting, scheduled on Nov. 9.

2027 budget

Council also discussed the draft for its 2027 budget, which will be up for vote at its Nov. 23 meeting.

The current draft includes a 2.5-mil property tax increase, but McKenna said a contribution from St. Barnabas Health System of $80,200 should help avoid a tax increase in the final budget this year. An agreement for the contribution is yet to be formally signed, McKenna said.
