An Evans City man is accused of first raping a woman when she was a teenage girl, then continuing the behavior for at least eight years as she became an adult, according to charges filed Friday, April 3.

According to Jackson Township police, Jeffrey Jay Girasek, 55, began exhibiting “grooming” behaviors toward the girl when she was approximately 16 years old by making comments about her body and looks. The girl, now 24, told police he first raped her in 2016.

The woman told police Girasek bought condoms and forced her to have sex with him in late December 2016 after he told her he was sexually attracted to her. The behavior then continued for years, escalating until he had amassed videos and photos of the woman and was tracking her movements via her electronic devices.

Girasek was charged Friday, April 3, with felony rape and is being held in Butler County Prison on a $250,000 bail. His preliminary hearing is scheduled for 10:30 a.m. April 15 before District Judge Amy Marcinkiewicz.

Jackson Township police said Girasek and the woman had lived together for 24 years and were first introduced through a family member when the woman was a child.

In September 2025, Girasek told the woman to get a tubal litigation procedure to avoid pregnancy, which she did. He began recording their sexual acts and burning it onto CDs in January, according to the affidavit.

The woman told police that Girasek believes the two are in a relationship and that he forces her to share a bed with him. The woman said the relationship nor any sexual acts were consensual, according to an affidavit.

Girasek told police the two had been a couple for the last two years, and they had been sharing a bedroom for a year.

Girasek told also police the woman had been flirting with him “by the way she walked and clothes she wore.” He suggested the sexual relationship began in 2017. The woman would have been a minor at that time.

Police said the woman reported that Girasek forces her to send him nude photos of herself every morning. Girasek controls all the woman’s electronics and tracks her movements, police said.

While the woman spoke with police, Girasek texted her about 14 times. When she didn’t answer, Girasek went to her work, police said.

The most recent sexual acts took place April 1, police said.
