Man accused of defrauding Northern Regional Police Department, stealing officer’s paycheck

A man is accused of defrauding the Northern Regional Police Department of Allegheny County of more than $3,000.

Leonard Heard III, 44, of Philadelphia, was charged with one felony count each of theft, receiving stolen property, identity theft, unlawful use of a computer and misdemeanor forgery following the incident in early December.

Police said the department was defrauded of $3,138.97 after an administrative assistant received multiple emails from a person pretending to be an active Northern Regional police officer. The person requested the officer’s direct deposit information be changed and provided another bank account.

After the officer did not receive a paycheck, it was found the account the paycheck was diverted to belonged to Heard.

Heard’s preliminary hearing before District Judge Matthew Brungo is pending.
