Sentence Court

The following defendants were sentenced Thursday in Butler County Common Pleas Court by Judge Timothy McCune.

Jeremy Matthew Morra, 22, of Chicora, was resentenced as a Tier 2 sexual offender under Megan’s Law after being improperly sentenced as a Tier 1 offender in March. He was ordered to register with state police for 25 years, instead of the 15 years required for a Tier 1 offender. He was ordered to report his residence, phone number, employment, vehicle ownership, internet identification and other information. He must also submit to fingerprinting and provide DNA.

In March, he was sentenced to serve six months to one year in prison, but immediately was paroled to serve six months of electronic monitoring followed by 36 months of probation after pleading guilty to a charge of disseminating photos of child sex acts. State police filed charges against Morra in January 2021 after being informed about a tip from a social media site. The tip was funnelled through the National Center for Missing & Exploited Children in January 2020. The tip indicated that a person had uploaded an image of child pornography in December 2019. An IP address in the tip eventually led police to Morra's address, where they executed a search warrant and seized electronics.

Jared Elijah Dean, 40, of Fombell, was sentenced to serve 90 days of house arrest followed by 24 months of probation and pay fines totaling $1,500 after pleading guilty to charges of fleeing or attempting to elude police and driving with a suspended license filed by Zelienople police following a July 22, 2021, incident.

Leroy T. Steiner, 29, of Butler was sentenced to serve 60 months of probation, including 12 months of house arrest, pay fines totaling $2,525 and complete 40 hours of community service, alcohol highway safety school, a victim impact panel and litter pickup after pleading guilty to his third driving under the influence offense and a summary traffic violation filed by state police following a Sept. 19, 2021, incident. Other charges were dismissed.

Robert Joseph Armstrong, 42, of Butler, was sentenced to serve six months of probation, including 14 days of house arrest, pay a $1,000 fine and complete alcohol highway safety school, 40 hours of community service, a victim impact panel and litter pickup after pleading guilty to a charge of DUI filed by state police following a Sept. 20, 2020, incident. Other charges were dismissed.

Corey D. Rayl, 38, of Beaver Falls, was sentenced to concurrent sentences of six to 23 months in prison but was immediately paroled, and pay $8,496 in restitution after pleading guilty to a charge of receiving stolen property filed by Adams Township police following a Feb. 15, 2017, incident and a charge of retail theft filed by state police following a March 13, 2019, incident.

Tracy Lynn Frey, 51, of Bakerstown, was sentenced to serve six months of probation, including 14 days of house arrest, pay a $1,000 fine and complete alcohol highway safety school, 40 hours of community service, a victim impact panel and litter pickup after pleading guilty to a charge of DUI filed by Penn Township police following an Aug. 18, 2020, incident. Other charges were dismissed.

Jeremy William Hays, 28, of Butler, was sentenced to serve 66 months of probation, including 102 days of house arrest, pay fines totaling $1,250 and complete alcohol highway safety school, 40 hours of community service, a victim impact panel and litter pickup after pleading guilty to his second DUI offense and two summary traffic violations filed by state police following an April 3, 2021, incident. Other charges were dismissed.

Richard Way Freiters Jr., 29, of Chicora, was sentenced to serve 36 months of probation, pay a $100 fine and $400 in restitution after pleading guilty to a charge of possession of marijuana with intent to deliver filed by Butler County detectives following a Feb. 25, 2021, incident.

Scott Leroy Bailey Jr., 28, of Butler was sentenced to serve 12 months of probation, including six months of house arrest and pay a $2,500 fine after pleading guilty to a charge of driving with a suspended license filed by Butler police following a July 28, 2021, incident.

Donald Ray Frederick, 60, of Butler, was sentenced to serve 12 months of probation and pay a $100 fine and $110 in restitution after pleading guilty to a charge of criminal trespassing filed by state police following a March 1, 2021, incident.

John Charles Lefevre, 58, of Butler was sentenced to serve 30 months of probation, including nine months of house arrest after pleading guilty to a charge of forgery filed by Butler police following a May 30, 2020, incident.
