Restructuring of chief clerk post continues

Board to consider moves next week

The Butler County commissioners and salary board will consider several moves to complete the restructuring of the chief clerk’s position at next week’s meeting.

On Wednesday, commissioners agreed to consider appointing Lori Altman, human resources director, as a chief clerk with a $3,000 annual stipend at the Sept. 19 regular meeting.

Solicitor Michael English would be appointed as the right-to-know officer and Health Insurance Portability and Accountability Ace compliance officer with a $2,600 annual stipend.

The salary board agreed to vote on creating the budget and human service finance director’s position with an annual salary of $90,500, which will be filled by Ann Brown, and eliminating the director of administration/chief clerk’s position and its $93,890 salary.

The chief clerk’s $3,000 stipend and English’s $2,600 stipend also will be considered by the salary board.

The moves come after the commissioners announced Aug. 29 that Scott Andrejchak, then-director of administration/chief clerk, was no longer employed by the county. Commissioners have not said if he resigned or was terminated.

The clerk’s duties will be divided among Brown, formerly the fiscal operating officer for human services, as well as Altman and English.

Commissioners said the moves will save the county $70,000 to $80,0000 a year.

Commissioner Kim Geyer said a request for proposals was issued to find a new clerk, but the commissioners knew it would be difficult to find someone with experience in finances, administration and dealing with the public.

Geyer indicated the commissioners weren’t satisfied with how Andrejchak was handling all those duties.

The commissioners wanted to divide those duties among more than one employee and decided to look at current staff instead of starting a new search, she said.

Commissioner Leslie Osche said Brown will provide financial oversight, budget forecasting and regular budget updates.

She said the restructuring improves efficiency.
