Bill would maintain Second Amendment rights during emergencies

State Rep. Sheryl Delozier, R-88th, is seeking co-sponsors for a bill aimed at protecting Second Amendment rights during disasters like the one recently declared by Gov. Tom Wolf to address opioid abuse.

Delozier said she applauds Wolf's declaration, but it makes it illegal to openly carry any firearm on public and private property.

She said Title 18 makes it illegal to openly carry handguns, rifles and shotguns during declared disasters. The measure is intended to protect communities from looting and other criminal behavior during natural disasters, she said.

The bill would allow the prohibition only if the disaster declaration specifically says it is necessary to maintain public safety, Delozier said.
